The Social Business Model: The History and Origins of Da Ma Cai
Among Malaysia's "Big 3" lottery operators, Da Ma Cai holds a completely unique structural position. Known officially under its corporate operating name, Pan Malaysian Pools Sdn. Bhd. (PMP), Da Ma Cai evolved from its deep historical associations with the country's elite horse racing clubs into a revolutionary "social business" model that channels 100% of its corporate dividends directly into national education.

The Turf Club Roots ("Ma Hui" and "Ma Cai")
Long before it was a standalone retail storefront, the entity that became PMP was deeply intertwined with the Malaysian horse racing industry. Older generations of Malaysians still colloquially refer to the brand as "Ma Hui" (Horse Racing Association) or "Ma Cai" (Horse Lottery).
The game originally started as sweepstakes and numbers forecasts tied directly to the physical results of horse racing events organized by the local turf clubs. To formalize this massive betting ecosystem under a unified corporate banner, Pan Malaysian Pools Sdn. Bhd. was officially incorporated on July 4, 1988, taking over the management of the Numbers Forecast Totalisator business under the Racing Act of 1961.
Rebranding and the Charging Horse (2004)
For years, PMP operated multiple local games, but to modernize its corporate identity against the heavy retail presence of Magnum and Sports Toto, the company underwent a major rebranding exercise in 2004.
This birthed the modern brand name Da Ma Cai (大马彩, literally meaning "Pan-Malaysia Lottery") paired with the famous logo of a racing, charging horse. The brand introduced its signature 1+3D format alongside a highly successful 3D game, creating an alternative identity focused on speed, strength, and corporate modernization.
The 2011 Transformation into a Social Business
The most significant date in Da Ma Cai's history occurred on August 9, 2011. In a deal worth RM2.1 billion, a consortium of prominent Malaysian Chinese businessmen operating under the entity Jana Pendidikan Malaysia Sdn Bhd (JPM) acquired 100% of Pan Malaysian Pools. Following this takeover, all of PMP's net corporate dividends are donated entirely to The Community Chest (TCC) to fund vernacular, independent, and missionary schools across Malaysia.
An Engine for Education
Through this unique setup, Da Ma Cai effectively ceased operating as a traditional for-profit corporation. Instead, it operates as a structural social enterprise. The profits generated from every ticket sold are directly used to fund the construction, repair, and infrastructural development of non-profit schools that do not receive complete government funding.
With the launch of its "dmcGO" mobile betting application in 2016, Da Ma Cai successfully brought its historic "Turf Club" origins fully into the digital age, anchoring its place as the third indispensable pillar of Malaysia's legal gaming history.
